Basic Utilities:
In the HOP, basic utilities such as water and electricity are provided by the local municipalities.
Electricity is provided by ICE – The Instituto Costarricense de Electricidad (English: Costa Rican Institute of Electricity). (ICE) is the Costa Rican government-run electricity and telecommunications services provider.
Water is currently provided by The Portalon ASADA.
Current water issues are as follows: There are two wells established to provide the Hills of Portalón’s water supply. Only one well is currently in operation. In the past year, there have been numerous issues with the one well in operation and residents have been without water for up to a week. There appear to be several leaks in the system, as well as issues with the pump in the main well tank. On top of the monthly ASADA bills issued by the local municipality, residents are being asked to pay an additional $1100 per month for electricity bills for the defective pump.
The water situation in the Hills of Portalon is very volatile and various aspects of the system appear to be in various stages of collapse. The local ASADA of Portalón is tasked with managing the well system. Several residents have recently reported the situation to the AYA, the federal body designated with overseeing the provision of water to communities in Costa Rica.
The tap water in Hills of Portalon requires filtration. Several water tests performed by residents have revealed varying levels of bacteria in the water system.
